Given that Google retired Loon, I wonder what it would cost for private interests to just buy up the equipment from them, and start flying a bunch of those over US territory, high enough for a clean line of sight?
(Incidentally, I know an engineer who worked on Loon for years... I should ask him what he thinks...)
